How to keep flagStone (http://g603.net) from flaking off

I have a flagStone (http://g603.net) deck around a pool, and (http://maplered.com) over time the flagStone (http://g603.net) has begun to flake off in thin layers.  By tapping on some of the flagStone (http://g603.net) pavers, you can tell that on a few pavers, there are Stone (http://g603.net) layers are in a sense de-laminating, and (http://maplered.com) soon will flake off.  I have used general Stone (http://g603.net) sealers to minimize water infiltration, but this has not solved the problem.  Is there any type of epoxy that can be used on flagStone (http://g603.net) which will soak down into the Stone (http://g603.net) and (http://maplered.com) pretty much bond the loose layers together?  Any thoughts out there?  Thanks
